We are proposing to make changes to the Fees and Charges Schedule to enable Environment Southland to recover actual and reasonable costs for the services we provide. Feedback is now being sought on the proposed changes to the schedule.

All Council’s fees and charges are set on a cost recovery basis so that individuals pay for the services they use.

Several key changes are proposed

Adjusted fees and charges

A forecast LGCI rate of 3% has been applied to all current charges, apart from the annual coastal occupation charges, which has been adjusted by the historic CPI rate of 2.2%.

Updates to legislation and overall review

Legislative changes require all the text to be reviewed to ensure correct referencing to legislative changes since the publication of the current schedule.

Rounding

All amounts rounded to the dollar. The consultation document excludes cents for easier reading which results in some $1 rounding variances.

Gravel extraction

In Section 5.9 - Other Compliance Costs, Table 9 - Gravel has a new line item for monitoring of gravel extraction resource consents. The text under the table has been updated to explain that the inspection monitoring charge will apply each time the consent is monitored. The text has been expanded to clarify that administration charges are royalty fees and that charges are calculated based on the volume of gravel at the time of extraction. An explanation is included to explain what the gravel royalty fee funds. The word ‘monitoring’ has been excluded from the first line item in Table 9.

A new section has been added to cover this Act.
