What is the Regional Land Transport Plan?

    The Otago and Southland Regional Transport Committees prepare Regional Land Transport Plans for Otago Regional Council and Environment Southland. Prepared under the Land Transport Management Act 2003, the two regional plans, combined into a single document, propose both strategy and investment for the two regions’ transport networks.  The plan outlines proposed transport network improvements for the next six years, and forms the application for funding from the National Land Transport Fund for the next three years.

    How do I make a submission on the proposed variations to the Plans?

    Write a letter and post or email it, or complete the submission form, and send it to:

    When do submissions close?

    All submissions must be received by Environment Southland or the Otago Regional Council by 12pm, Monday 29 March 2021.

    Can I speak to my submissions?

    You are welcome to attend a hearing to speak. If you decide not to attend the hearing, your written submission will be given full consideration.

    Submitters wishing to speak in support of their submission should indicate this on their submission.

    When will the hearings be?

    Hearing locations and dates have yet to be confirmed but are likely to take place in the week commencing 19th April 2021. Include your phone number and we will contact you to confirm.

    What happens after the hearing?

    The Regional Transport Committees will finalise their updated Plans after hearing submissions, and will then recommend to their respective regional council adoption of a variation to each of their Plans. 

    All submissions will be acknowledged, and the final decision will be communicated to the submitter in writing. 

    Copies of the final document will be available on regional council websites in August 2021. 

    Do I make a submission to each council?

    No, just to your own regional council. 

    The Draft Plans have a common section but has details of each region's programmes in separate tables. Submissions can be made on either or both the Otago and Southland programmes, but should always be sent your own council.
